Every rate, exclusion, cap and stacking relationship carries effective dates, source status and a rule-set version. Draft rules never appear as confirmed law.
Accounting boundary
Duty and fees are presented separately from material cost. Posting treatment is a company accounting-policy decision; the tool does not create journal entries.
Five-year evidence package

Human approval
Unverified HTS codes, unresolved stacking, missing metal-origin fields and estimated shipment fees are clearly flagged for broker or controller review.

Importers remain responsible for reasonable care, entry data and supporting records.
